The O.B.I. is the process of creating an electronic file of a building that includes all the information concerning it, such as (some items are indicated indicatively):
- The floor plans.
- The energy efficiency certificate.
- The building permit.
- The declarations of belonging to laws suspending the imposition of sanctions on arbitrary.
- The table of millimeters.
- In addition to buildings, the same legislation also applies to undeveloped plots/grounds as well as independent divided properties.
PROCESS
This can only be done by an authorized engineer, after you provide him with the relevant required documents. In the first phase, the plot/ground must be registered and in the second the property. The engineer then issues the Building Identity Statement. Each Quote has its own authenticity key and exclusive ID Code.
Next, an application is made for the issuance of a Certificate of Completion of Building Identity, which includes the self-certification that the property has (or does not have) irregularities and whether any irregularities have been settled, as well as the elements of the Passage.
TO WHOM
Applies to all buildings and divided properties, which are either transferred (for old buildings and properties) or issue new building permits (for new buildings and properties). Also, they must issue an Electronic Building Identity for the finalization of declarations. As for the time frame given to older buildings to be registered with an Electronic Building Identity, it depends on the category they fall under. The first category includes buildings or independent, divided properties for a specific use (e.g., belonging to the State, tourist accommodation over 300 sq.m., gas stations, hospitals, etc.), according to Law 4495 /2017. These buildings have up to 5 years to register an Electronic Building Identity. For all other buildings or detached detached properties, submission is mandatory at the time of transfer.
DOCUMENTS
According to Law 4495, the following supporting documents are required:
- The building cost allocation study (if any).
- The millimeter table (relating to common areas or self-contained divided property).
- The construction control certificate (if issued).
- The energy performance certificate of parts or the whole building.
- The Bulletin of Structural Vulnerability of Arbitrariness (DE.DO.T.A) and/or the static adequacy study and/or the Technical report of static control (if requested).
- The floor plans, the accessibility study for people with disabilities or the disabled and the characteristic views and sections (if required).
- The declarations of belonging to laws suspending the imposition of arbitrary sanctions.
- The executives (and the updates/revisions) of the acts of execution of construction works (e.g., Building Permit or Construction).
The Electronic Building Identity will be the last step in the final settlement of the arbitrary buildings that have been included in the relevant laws, as only with its acquisition will the settlement be considered complete.
New buildings and divided properties for which new building permits are issued will be required to obtain an electronic identity card, while older buildings will have to obtain it at the time of their transfer since the relevant declaration will must be attached to the contract.
